It is a test of a new remote sensing payload with a resolution better than 2.5 m. It
is considered as the prototype of the Indian spy satellite.
A 94 kg piggybacked payload from Belgium/ESA (PROBA) and a payload from Germany (BIRD) where launched with TES.
