In October 1998, FCC authorized PanAmSat to operate and launch the satellite. Launch worth $70 million

Two Ku-band antennas have pointing problems. The satellite is not providing its intended footprint coverage. A partial loss was claimed from insurances because of the loss in geographic coverage, connectivity and switchability of certain of the Ku-band transponders.

On 10 Sep 1999 the satellite experienced an outage from 13:00 UT to 16:10 UT when stabilization was lost (uncontrolled spin).
