In 1958 Mao Tze-tung decided to launch a program named "mission 581" directed by Quian Xue-sen. The first Chinese rocket was launched in 1960 (so as the first missile). When the CIS stopped helping China the spatial program changed drastically. Two organizations were created (in Shangai and Beijin) that managed to launch their first satellite. Since 1986 China offers launch services to foreign firms.
